This doesn’t surprise me in the slightest.
I’ve worked in retail for nine years and have had multiple managers steal from businesses.
I consider the major problem to be the lack of fraud control systems. You may have a highly ethical individual (who wouldn’t steal under normal conditions) who can’t resist the temptation – especially if it’s there every day for many months.
